Administrative Officer

The Administrative Officer is responsible for the overall administrative management of the CBOC (Community Based Outpatient Clinic) and the MSAs (Medical Support Assistant). The incumbent will provide the necessary training and guidance to all relevant CBOC personnel including clinical and administrative staff to assure compliance with the National standards and requirements. Duties include but are not limited to:
The AO is delegated complete authority to approve VA payment of services at community hospitals (fee basis) and enters fee authorization for Non-VA care in the FBCS software program. The payments are completed using the clinic credit card which is secured by the AO. Upon receipt of the products/services, the AO's are responsible for reconciliation for each purchase. They maintain copies of all purchases, reconcile all purchases, and monitor to ensure all charges/purchases are processed properly. Investigates and responds to employee dissatisfactions in order to resolve conflicts. Keep supervisors aware of issue within the clinic. In case of conflicts that arise and cannot be resolved within the incumbent's operating range, decision for resolution remains with the Assistant Chief Business Office and Administration Manager. Is the Patient Advocate/PAL for CBOC and meets with Veterans to hear their issues, investigate those issues and either solve it or report it to the appropriate area. All issues are entered into the PATS system by the AO. Responsible for quality, accuracy, and timely submission of all assigned reports. Reports are recurring and nonrecurring and require manual tracking methods to ensure validity. Assists in preparation of congressional correspondence and other reports as requested to include NEAR, EARR, Recall Delinquency list and Consults. Serves as timekeeper; keeping track and posting all time for both administration and clinical positions at the CBOC. Maintains records of all special leave such as FMLA, LWOP, Advance sick leave and donated time in accordance with local MCM and directive. Is the ADPAC for CBOC and a member of the ADPAC Committee. The incumbent provides necessary financial and budgetary information needed by the Assistant Chief Business Office as they relate to their assigned location. This critical information is used to establish objectives, develop strategic plans to fulfill those objectives, to administer and control the day-to-day activities of the organization, and to evaluate the success of the individual CBOC's. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ability to work with all disciplines and levels of staff. Good computer skills working with multiple software programs to include scheduling medical appointments in VISTA/VSE, FBCS (Non-VA Care Authorizations), ICB (Insurance Card Scanning/buffer), Vet Link (check-in kiosks) and using electronic medical records program CPRS. Tasks should include:
checking Veterans out after appointments, knowledge of Eligibility requirements, new patient registration and scheduling, consult management, and Recall Reminders, and document scanning (Vista Imaging Capture). OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience working with all disciplines and levels of staff. Exceptional computer skills working with multiple software programs to include scheduling medical appointments in VISTA/VSE and using electronic medical records program CPRS. Experience evaluating workload and determining staffing needs. Experience in maintaining detailed reports. Experience in using business purchase card and reconciling according to policies or directives. Experience in working with other departments/services within a medical facility to achieve effective processes. Experience pulling reports and analyzing data to identify problem areas. Experience in training medical administrative staff on directives, policies, regulations and laws. OR, Education:

To qualify based on education for this grade level you must have a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if related. Competency 1 - Knowledge of clinical practices as they relate to scheduling, clinic creation, and maintenance. Competency 2 - Knowledge of analytical and evaluative methods and how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. Competency 3 - Skill in preparing appropriate reports to encourage understanding and acceptance of findings and recommendations. Competency 4 - Ability to plan, set priorities, coordinate activities, and deal effectively with people at all levels of the organization. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
